Two councils
Southside suburbs inside Brisbane fall under Brisbane City Council, and suburbs past the city boundary such as Springwood, Daisy Hill and Shailer Park fall under Logan City Council. The certifier handles either, but rules on things like easements and retaining walls are checked against the right council's scheme.
Estate blocks and retaining walls
Newer estates are often cut and filled, with retaining walls along the boundaries. A pool near a retaining wall needs the wall's load allowed for, which your builder checks before digging. Some estates also have covenants on fencing and equipment placement.
Reactive clay
Clay soils are common across the southside. Fibreglass shells flex slightly with normal ground movement, and the builder's bedding and backfill method is what keeps the shell sitting true.
Water and sewer
Sewer mains in the backyard are common. Urban Utilities looks after Brisbane suburbs and Logan Water looks after Logan, and building near either needs approval.

Council and approvals
A pool in South Brisbane needs a building approval from a building certifier, lodged with Brisbane City Council and Logan City Council. The fence must meet the Queensland pool barrier standard and be inspected before the pool is filled past 300 mm. Water and sewer infrastructure is managed by Urban Utilities (Brisbane) and Logan Water (Logan), and building near it needs approval.
Your builder normally arranges the certifier as part of the install. If you're owner-building with a DIY kit, you arrange it yourself.
